José Vale Cassamo is a senior Mozambican development and economic-development specialist with extensive experience in private-sector development, investment facilitation, local economic development, value-chain development, governance and institutional strengthening. He has worked extensively with government institutions, private-sector stakeholders, development partners and local economic actors to strengthen investment ecosystems, improve institutional performance and promote inclusive economic growth.
Cassamo has substantial experience in designing and implementing initiatives that connect businesses, smallholder farmers, MSMEs and public institutions, with a focus on improving market access, productivity, investment and local economic opportunities. He led the Catalytic Fund for Innovation and Demonstration (FCID), a component of the World Bank-financed Integrated Growth Poles Project (IGPP). The FCID was a matching-grant facility designed to catalyse private investment, strengthen linkages between smallholder farmers, MSMEs and anchor companies, improve market access and productivity, and generate inclusive economic growth and employment in Mozambique. His leadership of the Fund provided extensive practical experience in managing a private-sector-oriented development-finance instrument and supporting investments across productive value chains.
His broader experience spans investment and local economic development, decentralisation, public financial management, institutional reform, organisational development, strategic planning and results-based management. He has supported national, provincial, district and municipal institutions to create more effective systems and enabling environments for private investment and local economic activity. He has also contributed to major development programmes financed by the World Bank, USAID, UNDP, GIZ, Swiss Cooperation and Irish Cooperation.
At Dalcotti, Cassamo contributes to the firm's private-sector development, investment facilitation and local economic development advisory services, supporting the identification of investment and business opportunities, development of public-private partnerships, value-chain initiatives and programmes connecting businesses, MSMEs, producers and public institutions. He also contributes to Dalcotti's governance and institutional advisory work, particularly where institutional capacity, public-sector performance, decentralisation and public financial management affect investment and economic development.
